Wheelie bins and lazy binmen

Whenever there is a bin collection here, how come the bin men leave our wheelie bins halfway up the road?
Most mornings nowadays I have my dressing gown on until about midday and I can't be bothered to look around for my bin.
I go to the length of carefully positioning my bin at the edge of my drive as instructed so why can't they put it back, or at least close to my house?
In windy weather, those empty bins can get blown into parked cars.
Does anyone else have lazy binmen in Sunderland?
Surely it's not council policy to dump our bins like this?
